Prior to 2012, the TCRs referred to Storm Surge, whereas later they refer to "Above Ground Level" which is only applicable to Storm Tide (Storm Surge + Tide)

(*) From the "Water-level" scale perspective, to adjust a pre-2012 max storm surge value to a post-2012 max storm tide value, we could assume the max storm surge occurred at the timing of the MSL.  If so, we'd need to subtract a site specific difference between MHHW and MSL (about 1 foot in the Gulf of Mexico and up to 3 feet on the East Coast).  If instead we assume it occurs at the timing of the MHHW, we wouldn't need any adjustment.  Since storm surge is a long duration event, a significant portion of the surge should be in effect at the time of MHHW, so we'll keep the same ranges, but note that the pre-2012 categories "may need to subtract 0 to 2 feet to be compared to Storm Tide Above Ground Levels.
