The Budget Formulation and Execution Division (CFO1) leads and manages a portfolio based budget process, which includes all aspects of budget formulation, justification, and presentation within NWS and all aspects of budget execution, including the development of allotments, budget operating plans, management of reimbursable agreements, and the tracking and reporting of financial commitments and obligations to ensure an accurate status of available funds. The division is the focal point within NWS for resource allocation; execution of fiscal resources to headquarters and field organizations; establishing and implementing internal controls; and developing and analyzing financial system requirements. The division develops the narrative budget justifications and other supporting documentation for the annual budget submissions to NOAA, DOC, OMB, and Congress. It tracks agency funding levels and performs analyses of various project proposals, budget reductions, and legislation. The division is also responsible for managing and reporting NWS personal property. The Division serves as the organizational liaison for acquisitions and grants, and ensures that programs adhere to established policies and procedures.   The Management and Organization Division (MOD/CFO2) oversees and manages the Chief Administrative Officer functions across all NWS as follows: national level administrative policy, workforce management policy and activities, organizational design and position management activities, enterprise workforce planning, and organizational development support; performs internal organizational studies while reviewing and analyzing external studies in an effort to meet NWS mission needs in the most efficient and cost-effective manner; is liaison to the General Accounting Office, Office of the Inspector General, and other investigative agencies; coordinates activities to provide reasonable assurance that NWS programs are free from waste, fraud, abuse, or mismanagement; oversees the NWS directives systems, Freedom Of Information Act and Privacy Act implementation, and oversight for the various awards programs, which includes responsibility for all senior executive recruitment and performance related activities and staffing and personnel matters supporting the CFO/CAO; establishes and manages authorized positions and hiring controls and provides limited services to other HQ offices for Human Resources; and provides administrative operations (i.e. personnel activities, small purchase acquisitions) support to the Office of the Assistant Administrator.
