The NWS/OSTI/R2O Climate Program facilitates research and development (R&D) initiatives to advance operational climate prediction and services at Headquarters, regional, and local levels. By engaging the climate community, synthesizing science-related issues and R&D needs identified by operational forecasters and end-users, and providing programmatic support to facilitate transition of research improvements into operations, the NWS/STI/R2O Climate Program leads the coordination of important climate services. Internal stakeholders include the Climate Prediction Center, the Analyze, Forecast, and Support Office (AFS), and NWS Regional and Local Forecast Offices.

In partnership with NESDIS, the NWS/STI SBES and R2O Teams will be leading work on three significant projects funded by the Inflation Reduction Act (IRA) (H.R. 5376, P.L. 117-169). With a total of $3.3B to NOAA from FY 2022 throuogh FY 2026, per sec. 40004, NOAA will adcvance "research, observation systems, modeling, forecasting, assessments, and dissemination of information to the public as it pertains to ocean and atmospheric processes related to weather, coasts, oceans, and climate". Specifically, with a $67M investment, the Industry Proving Grounds (IPG) part of the IRA, Climate Data and Sercices will focus support and deepen engagement with stakeholders to improve the uptake of information in decision making and perations primarily in the Finance and Reinsurance, Retail, and Architetcture and Engineering sectors. With a $7.1M investment, the IRA IPG - Risk activity will focus on improving modeling and model output to enable the private sector to make better informed decisions with respect to business processes and insurance payouts. Out of the IPG-Risk activity, the NWS/STI/R2O Climate Program will lead the effort to produce a Weather in Climatic Context for Industry.
