Fixing parameter results in error

Hi all!

I am using SS version 3.30.14.01-safe. When I try to fix ln(R0) for a sensitivity analysis, I get the following error:

Estimating...please wait...
0 0 -log(L): 0 between
Error -- no active parameters. There must be at least 1

I am estimating other parameters in my model (files attached). Any thoughts?

You are seeing an ADMB message. At least one parameter must be active. By fixing R0, you must have no parameters active in phase 1. So you need to change at least one other parameter to be active then.
