Talk Abstract:

This talk demonstrates the complexities of communicating information during a violent tornado that occurred just east of Dallas in the communities of Garland and Rowlett on December 26th, 2015. Over 3,000 instances of communication between the National Weather Service, Emergency Manager, Broadcast Media, and General Public communities were documented. These communications were analyzed in the context of a social network analysis, and graphs and metrics were generated to help better understand the dynamics of communicating high impact weather information. The results of the analysis identify important communicators responsible for carrying a message of hazardous weather to the public, and help to identify strengths and vulnerabilities of the hazardous weather communications network.
