Option to input a time in UTC for LSR?

Good morning all,

We (TSA) issued a few SVRs last night while still in CST, and this morning - now in CDT - the time change caused some "fun" confusion while using IRIS to issue a delayed LSR. Despite entering 3/11/23 (a date still in CST) in the date box, the tag next to the time input selection read CDT. After overthinking for a few minutes, we eventually elected to input the correct CST time, while specifying in the remarks that this time was indeed in CST. However, some of the bots (including the IEM auto-tweet of the product and the nwsbot in NWSChat) did not like that, and we're still left wondering if we handled it correctly. Is there a way currently to input the LSR time in UTC to avoid the uncertainty on how to handle time change issues like this, and if not, could it be added to the functionality?

Having now been involved in two severe events that straddled the Daylight Saving Time jump, this is a complicated and headache inducing situation.  How do you issue delayed LSRs after the time change, LSRs that happen during the missing hour, etc.?

That is a tricky situation. I'm looping in AFS Severe on this, as I don't have any answers from a technical point of view.
