The 18.1.1 build does not load maps and topo rpms by default.  They end in "partX" rather than rpm.

awips2-maps-database-18.1.1-01.noarch.rpm.part1
awips2-maps-database-18.1.1-01.noarch.rpm.part2

awips2-data.hdf5-topo-18.1.1-01.noarch.rpm.part0

Usually this is the result of a file transfer that was interupted.  Are these packages complete?
