Add hydrologic boundaries to list of GIS Overlays

For the RFCs to fully utilize this tool, we need to view the data in the context of watershed boundaries.  Could you add USGS 4-digit and 8-digit HUC boundaries?

Hi Brian,

We've added a new Hydrologic Unit layer to the GIS Options menu (provided by the Mapserver at https://hydro.nationalmap.gov). This progressively references the different HU "digit" layers based upon zoom level.  This way, we only need one layer in the menu rather than one for each of the HU "digit" layers.
