SS3 Document Library - Stock Synthesis

I have previously used ss_trans.exe to convert 3.24 format files. However, I have encountered the following error message when reading the .ctl file and I haven't been able to diagnose the problem (using  Windows 64bit).

 reading from control  file
Error: Used invalid i = 1 for dmatrix rows bounded by [1, 0].
Assertion failed: (index_min <= i && i <= index_max) || is_valid_row(i), file linad99\dmat8.cpp, line 39
