I'm also cc'ing several
other groups on my response.
The fix to prevent
over-alerting only applies to county-based products (TOR, SVR, FFW,
etc) and county-based iNWS alert areas. This patch has been verified
and is working.
The issue here is that the
SPS is a zone-based product, and because zones and counties do not
have a one-to-one relationship, there is not a way to logically
prevent alerting the county-based alert areas covered by the polygon
in the SPS. The only solution is to limit having polygons in SPSs
overlap any unaffected county by even a tiny area.

I received this
notification from the EM Director in Muskingum County, OH.
Muskingum Co is not in our CWA, yet he received an iNWS alert
for an SPS that was issued for our counties. I thought this
issue was resolved. Any clue why it happened?
