Day1 split to hourlies when only creating extended

Often times we are only editing the extended days 4-8 with FB. When we do this however we are seeing the day 1 pop and sky be split into hourlies.  Is this a bug?

This is part of the [Central Region?] ESTF fragment code. You can disable this in the ForecastBuilderConfig.py by setting ESTF_FRAGMENT = "OFF" if you do not desire this behavior.
