Added NBM Oceanic domain including Oceanic-specific elements: PMSLP; P10-m Speed; 30-m Speed and Direction; 80-m Speed and Direction.

The projection hour is now included in the map legend

Now using optimized projection lists for each element based upon Dataset, Version, and Domain. This reduces page load times by only attempting to load expected projections.

Resolved an issue that impacted the user’s ability to select tick values after moving the map when the second slider is in dProg/dT mode

The current tick value is now retained when the second slider is in dProg/dT mode and the map is moved
